(9) The rhetoric is that LfS is delivered in a holistic way across all schools and at all levels. The reality is that this is as fanciful as believing Net Zero targets are anything other than glorified greenwash.</p> <p>A great deal of what LfS represents and the quality of the learning and thinking behind its existence is to be applauded. My concern is that putting so many crucial issues – such as political literacy, issues of peace and conflict, global citizenship, understanding interdependence, and tackling climate change, etc. – in to one tickbox makes these issues seem peripheral to the purposes of mainstream education rather than its central priorities.</p> <p>It is only by mainlining the adoption of degrowth education (10) that Scotland can begin to move to systems of educational practice that begin to address the multiple emergencies we face. The current focus around degrowth and economic transition, however, is too often set against challenges of moving our economies out of growth and fossil fuel dependency. This underplays the fact that the central transformation we require at a global level is in our hearts and minds. The political right understand this and have successfully overseen the complete capitulation of the curriculum to the market. Bringing the curriculum back in to actual public ownership needs to be central to any strategic approach – not just bringing humanity back from the brink but setting us on a new path altogether. For while our education system is ostensibly a ‘public service’, it has been hijacked by neoliberal, market-orientated perspectives. The result of this process can perhaps be more clearly identified in England and we cannot allow the same catastrophe to befall the system in Scotland.</p> <p>We can learn how to read and write while we learn right from wrong. We can learn how to count as we learn to understand what counts when it comes to bringing a fairer more ecologically balanced world in to being. While we remain in the imaginary of curricula captured by the market, placing competition above co-operation, pushing fairy tales of growth and technofixes for the world’s dilemmas, there is no space for progress, much less for transformation.</p> <p>The good news is that if we are to tackle climate change then it means we must address climate justice. If we are to address climate justice, we must address colonialism. To address colonialism, we must be anti-racist and anti-capitalist. Above all, we must address the patriarchal nature of global society and the intersectionality of oppressions that have distorted the human condition for centuries. By addressing these systemic causes of injustice, we undermine the case for militarism and war. These are the stakes at play in our classrooms, homes, and communities. Widely perceived as the biggest imminent threat facing us all, the pandemic offered a glimpse of the scale of change that would be required to mitigate some of the worst effects of climate change. As the world turned to isolation as a strategy for limiting the spread of the virus, the result was cleaner air and skies, as well as a drop in global emissions by around 7%. These effects, albeit temporary, have put renewed focus on how to build back greener.</p> <p>For businesses, climate change is no longer a distant threat. This was reflected in our recent research into views on environmental sustainability which found that over 30% of business executives are already feeling the operational impact of climate-related disasters. Against this backdrop, the pandemic has also led to 65% of organisations pushing or cutting back on environmental initiatives in some respect.</p> <p>Looking to the future, its essential business leaders reverse this trend as a priority and recognise that climate change is going to be the leading concern for consumers, activists, employees, and shareholders alike. There is increasing expectation on organisations to commit to progressive net zero goals, and inaction could present a serious risk to the bottom line for businesses.</p> <p>Environmental commitments are also likely to be enforced on businesses from a regulatory perspective with governments seeking to introduce stricter rules and guidelines aimed at contributing towards global climate change targets.</p> <p>The risks of delay are clear, but it’s crucial that businesses also look at the opportunities that responding to climate change can bring to their organisation. Many of the innovative strategies and skills deployed during the pandemic should be considered as a catalyst for helping business leaders and organisations to actively work towards climate change targets. There will also be opportunities for new businesses to grow in this space, as the possibilities offered by the green economy are accelerated.</p> <p>This will be supported by new ways of living, working and consumption, all of which will be required for the growth of a greener economy. Deloitte recently led a consortium on an international COP26 project “Futures We Want” which saw academics, business, civil society, and citizens across the globe work together to set out their visions for climate resilient, feasible and desirable global net zero futures for nations across the world. A truly collaborative effort, the visions for the UK makes the most of its resources as a coastal nation, embracing solar, wind and tidal energy and it shows how the UK can also champion its role as part of a global net zero community that trades with and learns from other nations.</p> <p>Ultimately, business leaders will need to take an entrepreneurial approach over the long-term, employing creativity and innovation at a scale and pace not seen since the industrial revolution. This will be underpinned by outcomes from the COP26 summit where world leaders will need to agree very bold targets to reduce global greenhouse gas emissions, and outline how this will be achieved, which in turn, will help give businesses a clearer call to action.</p> <p>This will require a comprehensive review of all operations to ensure businesses are rewired and prepared for the coming changes. Working with 19 local planning authorities within the UK Central Scotland Green Network area (CSGN), the multi-functional coverage and strength of GI policies in statutory development plans were assessed. The tool was built from fusing two existing but unrelated initiatives addressing GI standards; Building with Nature and Integrating Green Infrastructure (IGI). The results reveal surprising variation across the functional coverage of GI-related policy and strength of associated policy wording, suggesting a significant vulnerability for how GI is mainstreamed in decision-making processes. To address this knowledge exchange deficit, the best performing policies were captured and adapted to inform a suite of model policies with global application. Significantly, the policies champion the different functions performed by GI and stress the need for early and ongoing involvement throughout any development process with funding for long-term stewardship post-development. The results serve as a catalyst for improved dialogue and social learning across planning, and wider built/natural environment teams and professions to plug identified policy gaps. In particular, there is recognition of the need for planning policy responses to move outside their usual environmental remit and engage with other policy sectors using more holistic policy hooks such as placemaking, placekeeping and the climate emergency. Fair connection charges for Scotland’s power</strong><br /> Renewable energy production in Scotland pays a very high cost for feeding it into the grid – this is unjust and must be reformed</p> <p><strong>9. End coal, end nuclear</strong><br /> Scotland has bountiful renewable energy resources and has no need for dangerous and polluting fuels and energy technologies</p> <p><strong>10. No new oil</strong><br /> Scotland must ban new oil and gas exploration and set out a route map for phasing out all fossil fuels</p> <p><strong>11. Train a renewables workforce</strong><br /> To transition people from the fossil fuel and nuclear industries and prepare them for a renewable future we should set up a ‘one-stop shop’ for retraining</p> <p><strong>12. Back a green hydrogen road-map</strong><br /> Scotland needs clear guidance on how we develop and use Green Hydrogen so we can built this new industry as quickly and efficiently as possible</p> <p><strong>13. Make energy efficiency meaningful</strong><br /> The way we measure the thermal performance of buildings is riddled with problems so we must reform Energy Performance Certificates so they reflect reality</p> <p><strong>14. Measure the whole-life energy of houses</strong><br /> Include embodied energy (the energy needed to build a house, not just run it) in the next revision of the Building Standards</p> <p><strong>15. Energy-efficient appliances only</strong><br /> The energy rating of electrical appliances is about to be revised, so choose now to ban the sale of appliances with ratings below the new C level</p> <p><strong>16. Make localism work</strong><br /> Prioritising localism has enormous energy-saving benefits so make all neighbourhoods ‘20-minute neighbourhoods’</p> <p><strong>17. Set a legal right to homeworking</strong><br /> Homeworking saves energy and time, so while not everyone can or wants to home work and no-one should be forced, anyone who does should be given the right to do so</p> <p><strong>18. Fewer cruise ships</strong><br /> Cruise ships are environmentally damaging and don’t help the economy so Scotland should introduce a quota for cruise ships entering Scottish waters and ports</p> <p><strong>19. Explore a flights quota</strong><br /> There is no green alternative to the way we fly available so we must limit our flights with flight quotas, a moratorium on airport expansion and investment in airships</p> <p><strong>20. Divest from fossil fuel</strong><br /> Require all public sector bodies to commit to divesting from fossil fuels in the next year</p> <p><strong>21. For example,</p> <p>– <strong>atmospheric CO2 is up one third on the levels recorded in the 1960’s.</strong><br /><strong>– The past six years have been the hottest on record.</strong><br /><strong>– In 2020 the world’s oceans were the hottest ever recorded.</strong><br /><strong>– Scotland has had its fourth hottest summer on record, according to provisional figures released by the Met Office just this week.</strong></p> <p>Simon Lewis, professor of global change science at University College London, said,</p> <p>“The observations this summer show that some impacts seem to be underestimated, but we can’t know if the devastation of summer 2021 is the new normal without a few more years’ data. But what we do know is if emissions continue to rise, then increasingly severe climate impacts will occur and the consequences will be severe. What we need to keep in mind is that we all live in places that have built up over decades and centuries to cope well with a given climate. The really, really scary thing about the climate crisis is that every single achievement of every human society on Earth occurred under a climate that no longer exists. The pressure is on for world leaders to agree both detailed and achievable plans to cut emissions now, and plans to adapt to climate impacts, when they meet in Glasgow in November.”</p> <p>Concurrent with this the British government will push through the development of the Campbell (Cambo) oil field, 75 miles north-west of Shetland, which is estimated to contain 800 million barrels of oil. Our house is on fire and the solution is to turn up the heating. The First Minister of Scotland can plead with the Prime Minister of the UK not to go ahead with this development but energy is a reserved matter and she has absolutely no power to stop it. This is the Hell of devolution.
