mitigation and adaptation and responds to damage. There are risks from the UK and Scottish
Government policy approaches diverging and UK regulatory choices making mitigation and
adaptation more difficult for the Scottish Government. Conversely UK Government choices could
support Scottish Government achieving its intended outcomes.
