Introduction of a licensing scheme for grouse shooting as soon as possible.
Muirburn should be unlawful unless carried out under a licence. That muirburn should be subject to increased legal regulation. This should apply to all muirburn, not only on grouse moors.
Live trapping to be licensed and with penalties for contravention.
Introduction of a comprehensive ban on the use of glue traps.
Undertake a wider review of snaring which will consider the wider welfare implications of snaring included whether there should be a ban on the use of snares.
